The Ministry of Economic Affairs required insight into the effectiveness and efficiency of the BioPartner programme. InnoTact was asked to evaluate the BioPartner programme upon completion.
InnoTact used a tried and tested method whereby both qualitative and quantitative methods were applied. Relevant indicators were determined for the policy context as part of this method. The five individual action lines were evaluated, as well as the programme as a whole.
A broad scale of involved parties was consulted. This related to key figures for the execution such as researchers and entrepreneurs from launched Life Science businesses that had used one of the action lines. We had access to the relevant field parties from our independent position. The various working methods we use such as written surveys, formal interviews and forum discussions are subject to the nature of the question.
We intensively discussed our progress with the committee responsible for supervising the research from the ministry throughout the entire process.
On account of our sound knowledge of the Life Sciences sector, we were able to convert our observations and interpretations into an evaluation with future perspective.
Clear, soundly substantiated conclusions were presented in the final report, which the assigning party used as a basis for a follow-up. The majority of these were executed.
