We were specifically asked to study the extent to which the general and specific IOP objectives and their own (IOP Genomics) objectives had been realised and the degree to which the set-up, organisation and processes of IOP Genomics contributed to this process. InnoTact was also asked to make recommendations for the follow-up of IOP Genomics and for the improvement of the tool as such.
We opted for a phased set-up for the execution of the interim evaluation: an initial acclimatisation phase with mainly desk research and discussions with the persons responsible for the execution of IOP Genomics. The second phase had a distinctly evaluating character whereby we formed an opinion about the effectiveness and efficiency of IOP Genomics. The tools we used included desk research, comprehensive surveys and in-depth interviews with involved parties both within and outside IOP Genomics. During the third future-orientated phase we focussed on developing and elaborating on recommendations. We used the previously obtained insights and organised a specific, interactive workshop whereby we discussed various possible improvements with a large number of experts based on concrete propositions.
The result of the interim evaluation was a clear end report, which we did not only present to the Ministry of Economic Affairs; we also provided in-depth explanations to the Programme Committee of IOP Genomics. Our main conclusions were that IOP Genomics had greatly strengthened the strategic genomics research in the Netherlands, that new Dutch scientific networks had been developed and that the organisation skills of IOP Genomics were excellent. The valorisation of the generated knowledge was also a point for further and more detailed focus, the same applied to the partnership between knowledge institutes and the business sector involved. InnoTact advised following-up IOP Genomics with a second phase.
